What is an HMIS Comparable Database?

A Homeless Management Information System (HMIS) is the shared local database that HUD-funded housing programs use to record client data.

Victim service providers are the exception. Federal confidentiality law prohibits them from entering personally identifying information about survivors into a shared HMIS. HUD requires them to use a comparable database instead: a separate system that collects the same data and produces the same reports, without exposing who the survivor is.

HUD reporting, without the manual tallies.

HUD APR, pre-built

The Annual Performance Report runs from the services your advocates already logged.

CAPER, pre-built

The Consolidated Annual Performance and Evaluation Report is ready when your funder asks.

Confidential exports

Custom exports can reference client identifiers rather than names for safe, anonymized reporting.

VOCA PMT in the same system

One case record feeds both HUD and VOCA reports, so nothing is entered twice.

How it works

Log the work once. Run the HUD report when it is due.

Advocates record services on the case as they happen. When the APR or CAPER is due, the pre-built report runs from that data and exports for submission.

HMIS Comparable Database questions, answered.

A comparable database is the system victim service providers use in place of their local HMIS. It collects the same client-level data and produces the same HUD reports while keeping survivor identities out of the shared community database.
